Study the list of concessions made by the Tsar in the October Manifesto. Explain how each concession would have appealed to the following groups in Russia:

  • workers
  • peasants
  • liberals
  • revolutionary Marxists

    Document Study
    Workers- the concessions introduced by the Tsar would have appealed to the workers because they allowed for all men to vote and also allowed workers the right to form unions and political parties.
    Peasants- the peasants were now allowed to vote in national matters and the election of the Duma. These Duma were responsible for approving any new laws.
    Liberals- The election of the Duma and their role in approving national matters would have appealed greatly to the liberals as they had been fighting for a parliament for 50yrs.
    Revolutionary Marxists- Revolutionary Marxists were now allowed to form political parties and vote for their representatives meaning they now had the opportunity to voice their public opinions.

    In the October manifesto Nicholas made many different policies to help ease the pressure on his rule. These policies had different affects on different levels of Russian society, the peasants, workers, liberals and revolutionary Marxists.
    The affects of the policies on the peasants were that they gained some benefit from tax relief. The workers on the other hand had no concessions whatsoever, it seems as if the tsar took them for granted. They couldn’t vote, didn’t get tax concessions, but they did gain the freedom to join a trade union.
    The liberals were granted a parliament, with which they had been campaigning for over the past 50 years. The revolutionary Marxists however had their party split by the policies and this thwarted their thrust for power for a short period of time.
    Most of these policies were made pointless by the tsar’s clampdown unto the Dumas.

    The workers gained nothing from the manifesto and this made them continue the strike against the government
    • Peasants
    The peasants were granted some relief from their tax burden
    • Liberals
    The liberals thought that the manifesto was a good idea because it meant the end of autocracy government, something they had been fighting for a long time.
    • Revolutionary Marxists
    They got nothing from the manifesto; they were crushed because they were revolutionary groups.

    • Liberals- the formation of the Dumas( parliament)
    • Revolutionary Marxists- were allowed to form political parties
    • Russians now had the right to form political parties, join trade unions, and have freedom of speech. Which applied to all people

    the peasants: were granted some relief from their tax burden
    the workers: gained nothing at all from the manifesto and continued to strike against the government.
    the liberals: they saw the manifesto as a way of getiing rid of autocracy.
    the revolutionary marxists: they did not get anything from the manifesto because they were a revolutionary group which were crushed.

    Workers
    The workers continued to go on strike against the Russian governement as the October manifesto gained them nothing, except the right to vote.
    Peasants
    The peasants were granted tax concessions, which gave some relief from their tax issues.
    Liberals
    The liberals supported the October manifesto as it meant an end to autocracy, which they had been trying to gain for some time. It also saw the creation of the Duma.
    Revolutionary Marxists
    The revolutionary marxists were now able to form political parties, so they could finally have their opinions heard in public, although they were not listened to very well.

    It appealed to them because it gave them right to have freedom of speech,
    * peasants:
    It appealed to this group by them having to pay taxes, it also gave them a feeling of a bit more power and not feel as low on the chain, because they got more
    * liberals:
    They got what they have been pushing for nearly 50yrs, a parliament,
    * revolutionary Marxists:

    Russians had the right to form political parties, join trade unions, and have freedom of speech after these changes were made

    - peasants got tax concessions
    - liberials got a parliment called dumas
    - revolutionary marxists were alowed to form pollictical parties
    - russians now had the right to freedom of speech, join polictical parties
